Alexander Bennett's Tuttle translation is the one I'd start with — it's the most complete (the first to give the whole of Books One and Two and the reliable parts of Book Three, where older versions were fragmentary), and its footnotes fill in the cultural and historical gaps. Readable and scholarly at once. This is where I'd start.
